Background studies

Interest rate policy

The Town will charge interest on agreements in accordance with section 4.1.7 of Town’s Financial Policy and in accordance with sections 26.1(7) and 26.2(3) of the Development Charges Act (DCA). Interest will be calculated using the maximum allowable interest rate as determined under section 26.3 of the DCA, and will be applied as follows:

i. Interest under section 26.2(3) of the DCA, will accrue, and along with the development charges calculated, become part of the amounts owing at permit issuance.

ii. Interest on deferral agreements and under section 26.1(7) of the DCA, will be payable annually with the development charge payment.

Rental and Affordable Housing Information

Affordable and Attainable Residential Units Exemption

Section 4.1 of the Development Charges Act (DCA) provides an exemption from development charges for affordable residential units, as defined in the Act. The exemption applies to both rental and ownership properties so long as they remain affordable for a period of at least 25 years and must be confirmed through an agreement with the local municipality. For more information, please refer to section 4.1.6 of the Town’s Financial Policy.

Rental Housing Discount

Section 26.2 (1.1) of the Development Charges Act (DCA) provides for reductions in development charges owing for rental housing developments, as defined in section 1 of the Act, based on the number of bedrooms within each rental unit. The Town will require the proponent to enter into a rental housing development agreement to confirm that the development is intended to remain rental housing for a minimum of 5 years. For more information, please refer to section 4.1.5 of the Town’s Financial Policy.

Financial Incentive for Affordable and Rental Housing

To encourage purpose-built rental housing and non-market housing within the Town of Milton, Council approved the Financial Incentive for Rental and Affordable Housing Rebate program to provide a refund of building permit fees on qualifying developments (up to a maximum of $2,500/unit) effective from January 1, 2024, to March 31, 2026.
