Omagh is a small rural village at the intersection of Old Britannia Rd. and Fourth Line in Milton.
The Town wants to recognize the unique character of Omagh both with respect to cultural heritage and natural heritage, and integrate Omagh as a unique neighbourhood within the surrounding Boyne Survey Secondary Plan Area and Britannia Secondary Plan.
Status update
A proposed Official Plan Amendment will be presented to Council at a Statutory Public Meeting on December 9, 2024 which proposes a new policy framework to address development applications within Omagh.
The draft amendment can be viewed here.
If you wish to make a delegation at the Public Meeting you can sign up here.
Background
On August 2016, Milton Council received Staff Report PD-034-16 regarding the history of the Village and endorsed the Terms of Reference and Work Plan to prepare a report detailing the potential implications of a Heritage Conservation District (HCD) designation as well as recommendations regarding Official Plan and Zoning By-law changes, as necessary.
On December 2019, Milton Council received a staff report entitled "Omagh Village – Heritage and Character Value Assessment and Conservation Approach (PD-050-19)", inclusive of Appendix B "Omagh Village Heritage and Character Value Assessment – Background Report; and directed staff to complete a Character Area Plan to designate Omagh a “Character Area”.
Since that time significant changes have occurred to the planning framework such as changes to site plan approval under the Planning Act and changes to the Ontario Heritage Act. The Town is now considering a different approach for Omagh moving forward rather than undertaking a Character Area Plan.
