Background of the Official Plan
The policies and designations of the Official Plan are intended to guide development in the Town for a twenty-year period. However, the Planning Act of Ontario requires municipalities to review their Official Plans every five years to determine if the Plan needs to be amended to reflect altered circumstances, new directions, and/or to extend the planning period.
The Official Plan sets out the land use arrangement, over the entire municipality, at a broad policy level. It also expresses the goals and objectives of Milton's Town Council. An understanding of these policies can be very helpful and occasionally a change in designation may be required and pursued.
The latest Official Plan was adopted by Council on August 26, 1996 and approved by the Region of Halton on December 14, 1997 with deferrals. The Ontario Municipal Board (OMB) granted further approvals on July 19, 1999. Since then, various consolidations have been prepared to include Official Plan Amendments (OPA's) to the 1997 Official Plan. The Official Plan can be altered through an Official Plan Amendment (OPA) process. The OPA process allows for site specific amendments to the plan and also allows for the establishment of new policies and secondary planning. Since the approval of the 1997 Official Plan, a number of new secondary plans have been created and incorporated into the Official Plan document. The secondary plans that have been approved and incorporated into the document as of August, 2008, include:
- OPA #3 - Bristol Survey Secondary Plan
(Adopted by Milton Council - December 15, 1998 / Approved by the Region of Halton -September 22, 1999)
- OPA # 4 - Central Business District Secondary Plan
(Adopted by Milton Council - December 14, 1998 / Approved by the Region of Halton -November 23, 1999).
NOTE: A site-specific appeal was filed against the secondary plan. The appeal was later resolved.
- OPA #7 - 401 Industrial / Business Park Secondary Plan
(Adopted by Milton Council - June 12, 2000 / Approved by the Region of Halton - February 20, 2001 save and except four site-specific appeals, and one more general appeal. The four site-specific appeals were resolved and the remaining general appeal was withdrawn.)
- OPA #15 – Sherwood Survey Secondary Plan
(Adopted by Milton Council – July 26, 2004 / Approved by the Region of Halton - December 24, 2004 save and except a site specific appeal.)
Obtaining a copy of the Official Plan
The latest Office Consolidation (August, 2008) of the 1997 Official Plan is currently available online or for viewing in hardcopy at the Planning and Development Department. The August 2008 Office Consolidation includes Official Plan Amendments 1-28.
