Running for Office

The Town Clerk conducts elections every four years for the offices of:

  • Mayor
  • Regional Chair
  • Local and Regional Councillors
  • Halton District Public School Board Trustees
  • Halton Catholic District School Board Trustees
  • Counseil Scolaire Viamonde
  • Conseil scolaire de district catholique Centre-Sud Trustee

The staff at the Town of Milton is committed to assisting you during the 2014 Municipal election year.  Before beginning your campaign, you should visit the town's Library webpage where we have posted a number of links to candidate guides, legislation and training courses that will assist you in your campaign.

All candidates should familiarize themselves with the Municipal Elections Act, 1996 and its Regulations for specific provisions and additional details. 

If you are a school board trustee candidate, you should also familiarize yourself with the Education Act.  Both of these Acts can be found in the town's Library webpage. 

The nomination period for the 2014 Municipal Election started on January 2, 2014 and will close at 2 p.m. on Friday, September 12, 2014.

A person may be nominated for an office only if, as of the day the individual files a nomination paper, he or she is:

  1. 18 years of age or older; and
  2. A Canadian citizen; and
  3. A resident of the Town of Milton OR an owner or tenant of land in the Town of Milton OR the spouse of such a person; and
  4. Eligible to vote.

Those people who are qualified and are interested in running for local offices (municipality and school board) in the 2014 Milton Municipal Election must file a nomination form with the Town Clerk.

Nominations will be accepted during regular business hours up until Thursday September 11, 2014. Nomination Day (Friday September 12, 2014), nominations may only be submitted between 9:00 a.m. and 2:00 p.m.

2014 Election nomination forms are available for download or can be picked up in person at the Town Hall. All nomination forms must be submitted in person by the Candidate or the Candidate's Agent during regular office hours (Monday thru Friday 8:30 am to 4:30 pm) at:

The nomination period for the 2014 Municipal Election started on Thursday, January 2, 2014 and will close at 2 pm on Friday, September 12, 2014.

When filing your nomination papers, please ensure you have the following items ready:

  1. Nomination Paper - Form EL01
  2. Declaration of Qualifications - Form EL18A or EL18B (Council or Trustee - depending on what office you are running for)
  3. Freedom of Information Release - Form TOM60
  4. Appointment of Agent - Form TOM63 (if you are using an agent)
  5. Driver's Licence (showing your name, qualifying address and signature)
  6. Filing Fee (cash, certified cheque, money order or debit card)

Nominations must be filed in person by the candidate or by their agent. They cannot be mailed, emailed or faxed. Please note that only an original of your identification will be accepted - copied identification will not be accepted.

The final date to submit nominations is Friday, September 12, 2014. On that day, nominations may only be submitted between 9:00 a.m. and 2:00 p.m.

It is an offence for Candidates to incur expenses or raise funds for their election campaign before their nomination has been filed with the Town Clerk. The term of office for successful candidates commences on December 1, 2014, and runs through to November 30, 2018.

Completed nomination forms must be accompanied by the prescribed fee ($200.00 for the Office of Mayor, $100.00 for all other offices). The fee is payable by cash, certified cheque, money order, or debit card payment. 

Nomination Day

  • Friday, September 12 - 9:00 a.m. to 2:00 pm (s. 31)
  • Clerk to certify by 4 pm on Monday, September 15 (s. 35(1.1))

IF insufficient candidates have registered (less than the number of persons to be elected), additional nominations may be filed on the Wednesday following Nomination Day. (s. 33(5))

Additional Nominations

  • Wednesday, September 17 - 9:00 a.m. to 2:00 p.m. (if required) (s. 33(5))
  • Clerk to certify by 4 pm on Thursday, September 18 (s. 35(1.2))

Acclamation

IF, at 4 p.m. on Monday, September 15, the number of candidates is the same or less than the number to be elected, the clerk shall declare the candidate(s) elected by acclamation. (s. 37(1))

IF additional nominations have been filed, and

IF, at 4 p.m. on Thursday, September 18, the number of candidates is the same or less than the number to be elected, the clerk shall declare the candidate(s) elected by acclamation. (s. 37(2))

Vacancy

IF an office for school board remains vacant after the declaration of results and the number of elected candidates is:

  • Insufficient to fill the majority of positions on the board, a by-election shall be held. (s. 37(3.1))
  • Sufficient to fill the majority, the board may appoint (s. 37(3.2))

IF an office for another office remains vacant after the declaration of results and the number of elected candidates is:

  • Insufficient to fill a quorum of positions on the board, a by-election shall be held. (s. 37(4.1))
  • Sufficient to fill a quorum, the board may appoint (c. 263(1)(a) of the Municipal Act, 2001)
